SEC forms Fixed Income Market Structure Advisory Committee

The Securities and Exchange Commission (SEC) has announced the formation and first members of its Fixed Income Market Structure Advisory Committee.

The committee, whose initial focus will be on the corporate bond and municipal securities markets, will provide advice to the Commission the markets and identify opportunities for regulatory improvements. Committee members include individuals representing views of retail and institutional investors, small and large issuers, trading venues, dealers, and self-regulatory organizations, among others.

“Individual investors are highly active in fixed income markets, both directly as retail investors and indirectly through various types of funds,” said SEC Chairman Jay Clayton. “This committee will help the Commission ensure that our regulatory approach to these markets meets the needs of retail investors, as well as companies and state and local governments.”

The committee will be formally established on November 15 for an initial two-year term, which can be renewed by the Commission.

This announcement comes four months after current SEC chairman, Jay Clayton’s remarks at the Economic Club of New York, on the fixed income markets. Highlighting the attraction of these markets for retiring baby boomers, he stated the need for the development of the advisory committee aims to explore the efficiency and resiliency of the markets.

“Many of those investors may not appreciate that fixed income products are part of markets that differ significantly from the better-known equities markets,” said Clayton said.

Former SEC chairman, Mary Jo White, had been outspoken about reform in fixed income markets, having highlighted the decentralized, difficult-to-measure nature of the fixed income markets and increasing regulatory requirements for transparency by FINRA and the MSRB. She had specifically proposed the development of a ‘disruptive trading’ rule be brought into the fixed income markets to help manage electronic strategies, based on review by an advisory committee.

In the SEC announcement, Commissioner Kara Stein said: “The Fixed Income Market Structure Advisory Committee should provide the Commission with new ideas about how to enhance the efficiency and resiliency of these evolving markets.”

Chairman Clayton has appointed Michael Heaney, Non-Executive Director, Legal and General Investment Management Americas, as the initial Committee Chairman. Other committee members include:
